CIRMA's emphasis on risk management provides our members a way to stabilize their budgets, create a safer, more efficient workplace, and provide uninterrupted delivery of services to their communities. Risk management practices also enable municipal and school leaders to reduce the many uninsurable costs that follow an accident or injury.
CIRMA acts as a risk partner to its members, working with our members to coach and provide them the tools and resources they need to help make their plans possible. CIRMA's years of experience in municipal and school risk management has been tapped to create an extensive portfolio of risk assessments, best practices guides, and sample policies that are available for use by our members. Many of CIRMA's risk management tools have been developed in conjunction with individual members; they are based on the experiences and needs of Connecticut's municipalities and public schools.
CIRMA Risk Management self-assessments help members identify loss exposures and risk drivers in specific municipal operations; they also track recommendations from a CIRMA Comprehensive Enterprise Risk Assessment. CIRMA's Workers' Compensation Accident Reporting and Review Program is an analytical tool that helps managers and supervisors study accidents and injuries, so that their causes and contributing factors can be identified and eliminated. CIRMA has coached many municipalities in the implementation of a Return-to-Work program, which, when incorporated into policy and practice, have proven successful in reducing loss costs. Ideally, when a Return-to-Work program is implemented, the process intervenes to return the employee to productive work in the shortest possible time. A well-integrated Return-to-Work program can shorten disability time and reduce related costs significantly. By restoring an injured worker more quickly to full productivity, successful programs have reduced total Workers' Compensation indemnity costs by 20 to 40% and reduced medical and rehabilitation costs as well.
A reduction in medical costs can be achieved by implementing a Return-to-Work program in concert with a Safety and Health Committee. By incorporating these two features into the workplace, the employer can develop and apply for approval of a Preferred Provider Network (PPN) under the provisions of Workers' Compensation Commission Regulations, per state statute 31-279-10. CIRMA can assist members to prepare this application and implement a PPN. With a PPN in place, a reduction in medical provider costs can be realized since workers must utilize the services of medical care providers in the network who agree to provide services at lower costs. The CIRMAcare PPN is a network of providers, which has been custom designed to meet the unique demands of municipal workers' compensation claims.
