Individuals, businesses, and community groups often request to use town-owned or school property and facilities for events. The rental of town-owned property provides municipalities a much needed revenue stream while providing a community service. However, these groups are not covered by the CIRMA Liability-Auto-Property program. This creates the possibility that your public entity and/or school district may be drawn into litigation or have an uncovered property loss.
The solution to this problem is the Tenant Users Liability Insurance Program (TULIP). TULIP is a low cost insurance policy that protects both the "Tenant User" and the public entity and/or school district. A "Tenant User" is any outside party using public entity and/or school district property. The policy applies to bodily injury or property damage arising out of the use of the public entity's and/or school district's property premises by Tenant Users. Premium costs are traditionally paid by the Tenant User. Premium costs are based on the nature of the event, the number of event days, the number of participants, the level of risk and any special requirements.
Coverage Limits of $1 million are available for products/operations, including liability for bodily injury and property damage. The policy will pay those sums that the insured (the Tenant User) becomes legally obligated to pay as damages because of bodily injury or property damage to which this insurance applies.
How the Tulip Program Works. CIRMA Liability-Auto-Property pool members are entitled to participate in this program at no cost. The program is administered by HUB International of New England.
